There is a new DAAD/NRF In-Country Scholarship Programme. For 2012, it offered 100 scholarships for SA citizens/permanent resident for Masters and Doctoral study. Enrolment must be full-time. If it is repeated for 2013, it looks promising for fee support, and for study away.
http://ic.daad.de/johannesburg/scholarships.htm
There are special eligibility criteria, including an age limit of 36 years.
http://phoenweb.nrf.ac.sa/FPF2
The award is for one year and continuation is based on progress.
Masters R40 000; Doctoral R65 000.
Duration: for three to six months at a German university.
It seems that the identity of the German institution and an invitation to it are up to the scholarship holders to obtain.
The emphasis is on staff development for SA universities. Support from the home university, including an indication that the student will be employed by it after qualifying are important.
